Step 1:
In Illustrator, create a new artboard and drag in your chosen picture and form. Edit your form as required until it is the shape to which you want to apply the clipping mask.
Step 2:
Once your form is complete, place your picture behind it. Drag and pick both items, then go to Object > Clipping Mask > Make (command + 7 hotkey). Your picture should now completely fill the shape.
Step 3:
Any picture may now be added to your layers panel and used as a clipping mask. Adjust picture location as required by using the Direct Selection tool (white arrow).
